Description:

In the framework of a joint evaluations programme, the European Commission and France have evaluated their cooperation with Mali. The main objective of the evaluation is to provide the Commission and France with information, analysis and a critical opinion on the results and key lessons of their Mali cooperation experience, with emphasis on the complementarity a d synergy of the two interventions.

The evaluation covered two basic areas: the evaluation of the respective cooperation strategies of the European Commission and France with Mali; and of their implementation during the period 1995-2004; along with an evaluation of the complementarity and real and/or potential synergies between the EC's cooperation and that of France with Mali.The evaluation exercise consists of a series of key questions covering the five evaluation criteria defined by the DAC (Development Assistance Committee of the OECD, that is the pertinence, efficiency, impact, effectiveness and sustainability; The evaluation also took into consideration the crosscutting priorities of the European Union such as equal opportunities for men and women, the environment and good governance, to which must be added the 3 Cs of coherence, complementarity and coordination. Moreover, the evaluation dealt with the adequacy between the objectives set out in the planning documents and the resources ear-marked to achieve them, not forgetting the adequacy of the time table and programme execution in terms of the strategy decided upon.

The following services were provided:

* Analysis of the economic, social and political context of Mali;
* The cooperation strategies past and present between the Commission and Mali;
* Elaboration of an evaluation method;
* Gathering of data and information on the evaluation;
* Submission of the results to the Commission, the local authorities and the various parties concerned;
* Operational recommendations to improve the design and implementation of future strategies.
