Description:

The project had two overall objectives

(1) to provide en overall independent assessment of the EC adaptation strategies within the context of the National Adaptation Strategies (NAS) in each country benefiting form the Accompanying Measures for Sugar Protocol Countries (AMSP) programme and the relevance of the financial allocations for the period 2006-2010; and

(2) to identify key lessons learnt in order to improve the current and future EC strategies and financial allocations for the period 2011-2013.

The following services were provided:

* Critical analysis of the AMSP’s National Adaptation Strategies and EC’s response Strategies;
* Multi-country and multi projects-programmes evaluation;
* Analysis of the projects’ monitoring data, realizations and impacts;
* Analysis of the intervention’s results and of their efficacy and efficiency;
* Country missions in Barbados, Guyana, Kenya, Mozambique and Swaziland;
* Analysis of the impact of the interventions and of the pertinence of the measures;
* Formulation of conclusions and recommendations, as well as orientations for the 2011-2013 allocations on the basis of a list of questions from the client.
