Description:
The main objective of the assignment is to improve the quality and the effectiveness of EU external assistance through the improvement of the understanding and use of PCM methodology, SWAPs (Sector Wide Approaches) methodology and budgetary aid instruments, notably in preparation, implementation and monitoring of projects and programs. The two main tasks are:
• Provision of methodological support and helpdesk services. This includes: to assist in updating and modifying PCM approaches, documentation and tools, in line with emerging orientations and modalities; to develop training and guidance materials for SWAps and budgetary aid, on the basis of working documents prepared by the Commission; and to organise a helpdesk to provide a range of demand-led services to Commission staff
• Training design and delivery. Including: to conduct a training needs assessment to determine the quality and quantity of training required in the areas of PCM, SWAps and budgetary aid; and to design, prepare, organise and deliver training in the those three areas.
The three instruments object of training sessions, namely PCM, SWAP and BA tackle poverty issues and the latter two often relate to social sectors, e.g. education and health. The training modules discuss poverty issues and one is focused on poverty reduction policies.
Support to the development of methodology and on the selection of appropriate indicators for measuring the impact of the measures adopted in the social sectors.
Training courses were held in Brussels and in the ACP region.
The following services were provided:
Methodological support and the establishment of a help desk involving (b)
* Document assessment, mainly financing proposals and ToR for feasibility studies
* Methodological contribution to policy documents and guidelines and pedagogical material on SWAP and Budgetary Aid
* Contribution to the work on indicators by the concerned services in the Relex Family
* Contribution to the project monitoring system
* Methodological contribution in order to integrate possible modifications in PCM, SWAPS
* Facilitate the flow of information, its results and impact, concerning the above topics
* Deliver training courses in Brussels and in the ACP region.
The Help Desk personnel did provide technical support, general advice, quality assurance and methodological assistance in diffusing and applying the Project Cycle management (PCM) method in project design and management, as well as in monitoring and evaluation missions.
