ACP Countries: Training on the Public Expenditure and Financial Accountability Performance Measurement Framework

Description:

To respond to the challenges of the PEFA PFM Performance Measurement Framework and make its use as effective as possible, the EC has decided to recruit the service of ADE to train its officials, partner country staff and other donors’ staff. The stated objective of the training is to introduce the trainees to the PEFA PFM Performance Measurement Framework and to motivate its utilisation as a way of assessing a country’s public finance management systems and practice.

Thus the objectives of this consultancy are to :

- Define a training strategy that responds to the users requirements in understanding and utilising a PEFA PFM Performance Measurement Framework for PFM reform and EC support programmes;
- Develop training courses and a trainer’s guide that are regularly updated in response to the training reviews and comments made by participants as well as any new developments on PEFA that may emerge. Such courses shall be based upon learning methods that include: the introduction to key concepts through the “teaching and discussion” methods; the use of original source material along with PEFA Secretariat material; the use of examples from many different countries with different experiences to illustrate the points put across; the use of exercises (in particular short "buzz-group" sessions) to provoke and consolidate certain points raised and the use of major case to illustrate in more detail some of the key points of the course;
- Define a training plan for 2008 to execute 6 training sessions in Brussels and 4 training sessions worldwide;
- Deliver the training and report back to the EC using quality assessment methods;
