Mauritania: Support to the identification and formulation of budget support program - EC

Description:

The project aims at to introduce budget support instrument in Mauritania through an operational methodology for gaining pre-requirements as well as trough a process for implementing and monitoring this aid modality presented by an action plan agreed with all the stakeholders. The project is carry on in three phases:

Phase 1: General diagnosis on strengths and weaknesses in Mauritania to implement budget support programmes.

Phase 2: Consolidation of findings and conclusions of the Phase I and preparation as well as participation in the PEFA exercise.   

Phase 3 : Pre-formulation of sector budget supports ; proposals of guiding instruments.

The following services were provided:

Phase 1 : meetings with the Minister and other national administrations involved; analysis of activities of the World Bank and the IMF; inventory of main actions and technical assistance with ongoing analysis of limiting and favourable conditions for BS ; training sessions;

Phase 2: Preparation and follow-up of the PEFA exercise; analysis of public finance management, ;Evaluation of the sector policies already monitored; proposals for co-ordination frameworks between TFP as well as between TFP and the Government; Support to negotiations on BS methods; estimation of capacity building requirements;

Phase 3: Elaboration of the ToRs for the BS programmes during 10th EDF; proposals for BS monitoring indicators ; Elaboration of a draft Memorandum of Understanding between TFP.
