Description:

The global objective was to contribute to the improvement of the efficiency of the EC-funded assistance by identifying the necessary conditions, in the PFM systems of the partner countries, allowing for an intensified recourse by EC to sector-wide approaches and possibly budget support mechanisms, and by making recommendations as to how to fulfil the said conditions. The specific objectives of this contract were a) to provide a documented review, based on available information, on the current performance of the public finance management (PFM) systems of the concerned countries, as well as, on the medium term, on the realistic perspectives of improvement of these systems through the design, execution and monitoring of PFM reforms that are or will be gradually implemented by the government and b) to draw up, as appropriate, recommendations for an EC-funded programme to support those PFM reforms.

The following services were provided:

First phase: review of the PFM situation and recommendation for a possible EC-funded programme to support PFM reforms

• First mission on site: assess the PFM situation in the concerned countries;
• Based on the outcome of the missions, make a proposal, if appropriate, for a PFM reform support programme.
• Second phase: detailed description of the elements to support the PFM reform programme
• Second mission on the partner countries, in order to continue the dialogue with the relevant stakeholders for further specification of the components of a reform support programme.
• Make a detailed proposal for said programme.
