Training of officials from ministries and institutions in the logical framework approach applied to the 2009 budget programmes

Description:

Since few years ADE has been involved in helping the DNB (National Directorate for Budgetary Affairs) to organize a series of training sessions on the application of the logical framework to programmes-budget approach. This training takes place in May in the form of one-day workshops organized within each ministry and coincides with the launching of the budget process. A second training workshop is organized in July to examine carefully the budget draft. Each year, 10 ministries have been trained.

The staff of the General Directorate for Budgetary Affairs takes part to the workshop as well as Associate Researcher.

This year, the Ministry of Finance requested to open this training session to Institutions which are also in charge of preparing their programme-budget. Targeted institutions were: Supreme Court, Constitutional Court, General Verification Office, and Mediator of the Republic, High council for local Collectivities, High council against aids and Food Security Commissariat.

Moreover, some ministries with some complementary needs, were also involved by the training. The training was organized in two phases:

    • A one day workshop in each institution and ministry for the training (May 2009)
    • A second one day workshop for examining the programmes-budget draft (July 2009)

ADE provides two experts which are macro-economists with a long experience in budgetary management.

Each participant received a manual and copy (including numerical) of all the transparencies used as support material during the classes.

The following services were provided:
• In May, ADE organized training sessions in 10 ministries and targeted institutions, focused on the presentation of the various stages of the logical framework approach for the identification, formulation, implementation and follow-up of the programmes. Practical exercises were based on the programme-budget for the current period;
• In July, the two experts animated workshops within the 10 ministries in order to examine with the participants their programmes-budget draft for the next periods;
• Recommendations were formulated to improve the quality of the programmes-budget using the logical framework approach.
