Tunisia: Identification and formulation mission for the programme Education and Higher Education

Description:

In the framework of its National Indicative Programme (NIP 2007-2010), the European Commission has decided to undertake the identification of a budget support programme common to the education/training, higher education and labour sector. For that, a technical assistance has been put in place in order to support the Delegation on technical aspects of budget support in the sector mentioned above.

In this framework, three missions in Tunisia have been undertaken: 1) Identification mission; 2) Feasibility mission; and 3) Instruction mission.

The following services were provided:
• A review of the analysis data of the 7 appreciation fields of the sectoral support according to EC modalities in the framework of the support programme of sectoral policy (PAPS) , including the selection of key indicators for budget effectiveness and efficiency;
• A review of the sectoral strategy and finalisation of the MTEF;
• An analysis of the information system and the verification sources;
• The elaboration of a list of performance indicators for each programme component;
• The elaboration of basis value and the verification sources, target to reach each year and the disbursement modalities by tranches;
• The writing of the financing agreement;
• A guide for the use of the MTEF.
