Description:
Vietnam has been a pilot country for the EU in terms of harmonisation of donor assistance and alignment with government policies and systems. Building on the progress made in recent years, the EC's country programme pays particular attention to the Aid Effectiveness agenda, ownerhip, partnership, delivering more and better aid, and promoting policy coherence for development. In this regards, the health sector is one of the first sectors that will implement the commitments made in the Paris Declaration on Aid Effectiveness of 2005 and its localised version, the "Hanoi Core Statement". The new CSP for Vietnam 2007-2013 and the MIP 2007-2010 identify health as one of the two focal sectors for co-operation, and demonstrate the intentions of the EC to use Government systems through channelling 80% of EC assistance through budget support.
This project contributes to the revision and finalisation of the PIF to be submitted to the second Quality Support Group, as well as to the final version of the ToR for the formulation mission of the EC health SPSP.
The following services were provided:
• Conduct a literature review of the existing reports of PFM study and assessment at sectoral and provincial level, identify PFM issues associated with a decentralised health programme, and identify needs for capacity building in PFM area;
• Finalise the macroeconomic and the PFM sections of the Programme Identification Fiche (PIF) and assist in the appraisal of the PIF for EC health Sector Policy Support Programme (SPSP);
• Assist the organisation of the "back-to-basic" Sector Programme Approach (SPS) common understanding workshop in Vietnam;
