Description:
The study looks at the evolution and the quality assessment of regional innovation strategies implemented by the French regions under the 2007-2013 ERDF’s operational programs (OPs). OP aim at supporting innovation and knowledge-based economy in order to maintain and increase competitiveness in a fast changing global economy. The 26 French regions produced in 2007 PO’s projects which did not fulfill completely to the DG REGIO and DIACT’s advices and suggestions regarding the new Lisbon strategy. The Commission suggested to the regions to develop a consolidated regional innovation strategy which should be validated by the Steering Committee before the end of 2009 The study involves to:
- Analyze the regional assessments and developments with regard to the report on the state of play in the OP adopted by the Commission in 2007 and the assessment of each region carried out during 2008
- In relation to the initial report, highlight the main points to which the in-depth assessment provides responses
- Observe the quality of institutional partnerships and the constitution of methods of governance and in particular the model of triple helix (University-Industry-Public Authorities)
- Establish, for each region, the logical link between the assessments and the regional strategies chosen by the regional partners
- Explore the relevance of regional strategies with regard to the assessment

- Organization and analysis of various documents collected for the analysis
- Development of a frame for a systematic and operational analysis of assessments and regional strategies
- Development of analysis tools to account for evolutions
- Visits and interviews in the 26 regions
- Writing summary files for each region
