Description:
The project aimed at carrying out the evaluation of the strategic paper “Agriculture and Food Safety” (May 2002) of the Belgian Development Co-operation. In accordance with the guidelines of the service of evaluation of the Belgian Co-operation, the evaluation undertook the critical analysis of the projects within the framework of the strategic paper over the period 2003-2007, in Latin America, Africa and Asia. The evaluation provided results and impacts of the interventions, and formulated conclusions on the effectiveness and the efficiency of the interventions. The evaluation aims at providing lessons learnt from the past, conclusions and recommendations for defining a new Belgian Development Cooperation strategy paper in the fields of agriculture and food security. The aim of this new strategy paper is to use the various cooperation channels (direct bilateral, indirect and multilateral cooperation) to establish a framework for positioning Belgium in these fields.
The following services were provided:
- Analysis of the implementation of projects (36 projects in 6 different countries)
- Analysis of the relevance of such projects;
- Analysis of the effectiveness of these projects ;
- Analysis of the results and impacts of these projects;
- Analysis of synergies and complementarities of these projects with other projects implemented by other actors (institutions, NGO, etc.);
- Writing findings, conclusions and recommendations, as well as guidelines for the next strategy paper
