Partner(s): Start/End Date: 25/10/2007-25/03/2008 Description: In the framework of the ex post evaluation of the cohesion programmes 2000-2006 co-financed by the European Fund for Regional Development (Objectives 1 and 2) in 25 Member States, the indicators from 235 Operational Programmes (OPs), Single Programming Documents (SPDs) and Community Support Frameworks (CSF) were assembled in a database and translated into English. Besides providing date for the work packages, a series of statistics was calculated to give an overview of the monitoring systems used in the Member States. The contract focused specifically on the indicators of greenhouse gas (GHG) emissions. In addition to the inventory of existing indicators, the contractor designed an appropriate model and methodologies to calculate the indicators and the counterfactual situation when data were missing. This was done through three case studies in France, Germany and Czech Republic, and the results were used for work package 5b of this ex post evaluation dedicated to the impact of ERDF regarding GHG emission abatements. The following services were provided: - Design and implementation of a searchable database containing both programme structure and linked indicators;- Analysis of 235 programmes (annual reports, Single Programming Documents, Community Support Framework) – a secured electronic document repository available on line was set up; - Encoding and translation of more than 20 000 indicators in English from 18 different European languages; - Statistical analysis of the information collected; - Case Studies in France, Germany and Czech Republic concerning GHG emission indicators - Design and test of a model to estimate GHG emission abatement indicators and the counterfactual situation. |
