France: Ex-ante Evaluation of the ERDF Operational Programme 2007-2013 and Strategic Environmental Analysis in the Champagne-Ardenne Region

Description:

The ex-ante evaluation for the 2007-2013 ERDF programme of the Champagne-Ardenne Region was a support mission for the writers of the programme.

This mission consisted in:
- identifying the lessons of the previous programme (2000-2006);
- appraising the quality of the strategic diagnostic;
- analysing the relevance, the internal and external coherences of the strategy;
- examining the quantification of the effects expected;
- evaluating the proposed implementation system;
- SEE – Strategic Environmental Evaluation

Moreover, a Strategic Environmental Analysis (SEA) was carried out to evaluate the environmental impacts of the operational programme and propose corrective solutions to avoid or alleviate these impacts

The following services were provided:

- Management of the contract and contractual relations with the client and partners;
- Analysis of each part of the programme (SWOT analysis and diagnostic, strategy, quantification of indicators, implementation system);
- Conduct of workshops;
- Writing of step notes and the final report, including recommendations for improving the programme
