Description:
The study consisted of an ex-ante evaluation of the Rural Development Programme of the Grand Duchy of Luxembourg for the period 2007-2013. In accordance with EC Regulation n°1698/2005, the aim of the ex-ante evaluation is to optimise the budget appropriations and improve planning quality. The evaluation therefore defined and assessed:
- Medium- and long-term needs;
- The goals to be achieved, the expected results, the quantified objectives, especially as regards impact compared with the point of departure;
- Community added value;
- Due consideration given to Community priorities;
- Lessons of the previous planning period;
- The quality of the arrangements for implementation, follow-up, evaluation and financial management
Moreover, a Strategic Environmental Analysis (SEA) was carried out to evaluate the environmental impacts of the operational programme and propose corrective solutions to avoid or alleviate these impacts.
The following services were provided:
- Technical support for the Ministry;
- Chairing and animating focus groups;
- SWOT analysis;
- Analysis of the programme's internal and external coherence;
- Analysis of the expected effects and quantification of the objectives;
- Objectives — definition and quantification
- Operational recommendations
