Description:
An ex-ante evaluation is required in the framework of the identification of the 2007-2013 Objective III operational programme for adjacent regions of Flanders, Wallonia and France. This ex-ante evaluation aims at improving the quality of the programme and at optimizing the budgetary allocation of the operational programme.
The mission of the evaluator consisted in three stages:
- Step 1: identification of the transboundary context (development disparities, gaps and potentials), appreciation of the relevance of the strategy.
- Step 2: verification of the internal coherence of the strategy (the logical link between objectives to pursue, expected results, actions and quantified objectives) and of the external coherence of the programme strategy in relation to communitarian and regional policies and.
- Step 3: evaluation of the implementation and following-up (indicators) systems considering the lessons from the past. The Communitarian added value and the lessons from the past programme.
As a result of this evaluation, the evaluator provided recommendations for improving the design and the implementation of the operational programme. As the evaluation process was iterative with the drafting of the operational programme the interaction was of high-quality.
