France: Ex-Ante Evaluation of the ERDF Operational Programme 2007- 2013 and Strategic Environmental Analysis in the Champagne-Ardenne Region

Description:

The ERDF Operational Programme for the period 2007-2013 of the Champagne-Ardenne Region takes place in the Objective II “Regional competitiveness and employment”. According to the EU Cohesion policy, the main priorities of this programme are: Competitiveness, innovation, sustainable employment creation and economic growth respecting the environment.
In the framework of the ERDF operational programme for the new period 2007-2013, the ex-ante evaluation aims at contributing to optimize the allocation of resources and improving the quality of the programme. More specifically, this evaluation has to provide food for thought and advise beneficiaries in the writing of the programme.
The role of the evaluator is defined as a support for beneficiaries. During the mission, the evaluator:
- identifies the lessons of the past programme (2000-2006);
- appraises the quality of the strategic diagnostic ;
- analyses the relevance, the internal and external coherences of the strategy ;
- examines the quantification of the expected effects ;
- evaluates the implementation scheme proposed.

Moreover, a Strategic Environmental Analysis (SEA) is carried out for evaluating environmental impacts of the operational programme and proposing correcting solutions to avoid or alleviate these impacts.

- Management of the contract and contractual relations with the client partners;
- Analysis of each step of the ex-ante evaluation (SWOT analysis and diagnostic, strategy, quantification of indicators, implementation system) ;
- Conduct of workshops;
- Writing of step notes and the final report, including recommendations for improving the programme.
