Description:
The ex-ante evaluation of the hexagonal 2007-2013 RDP is carried out in the framework of the support scheme for rural development according to Council Regulation (EC) 1698/2005. This evaluation includes a Strategic Environmental Analysis (SEA) according to the Directive 2001/42/EC of the European Parliament and of the Council of 27 June 2001 on the assessment of the effects of certain plans and programmes on the environment.
This ex-ante evaluation is a part of the writing of the hexagonal RDP and aims at optimizing the allocation of budgetary resources and improving the quality of the programme as well as the management, following and evaluation systems. The mission provides clear and useful recommendations for the elaboration of the hexagonal RDP.
The following services were provided:
- Definition of the methodological part of the ex-ante evaluation;
- Analysis of the axe 2 (land management) and the forestry part of the hexagonal RDP;
- Conduct of surveys in the Champagne-Ardenne Region and in the Alsace Region;
- Presentation of the results of the analysis and recommendations to the client.
