Description:

The evaluation analyses the effectiveness and the efficiency of the implementation of the Farm Advisory System (FAS) with respect to achieving the objectives laid down in Council Regulation n°1782/2003. The FAS aims at raising awareness among farmers about cross-compliance requirements (i.e. requirements in terms of environment, public, animal and vegetal health, animal welfare and good agricultural and environmental condition (GAEC)). It aims also at an assessment of the relevance of the instrument and its coherence with other measures for achieving the objectives of the CAP and other broader Community objectives

More specifically, the first part provides a description of the establishment and implementation of the FAS in the 27 Member States including a typology of the approaches to implementation. The second part provides answers to a set of evaluation questions as well as conclusions and recommendations based on the findings.

The following services were provided:

- Collection and synthesis of data on 27 Member States FAS
- Carrying a description of the setting-up and the functioning of the FAS for each of the Member States
- Definition of indicators, tools and instruments needed for the conduct of the analysis
- Creation of a typology of the approaches developed by Member States
- Conduction of in-depth case studies in 5 relevant Member States
- Answering the evaluation questions organized under 7 themes
