Inventory of EU evaluations in external development cooperation.

As a result of a 2 phase study, ADE has developed a new software application which may be accessed now on European Commission's "Europa" web site (http://europa.eu.int/comm/europeaid/evaluation/intro_pages/european_inventory.htm)

This study is being commissioned within the framework contract for the Evaluation of EC support to Regional cooperation and Economic integration initiatives as well as aspects of the 3Cs and the Policy Mix which was signed in December 2002 between the EC and a consortium led by DRN- Development Researchers Network (Italy) and composed by ADE-Aide à la Décision Economique (Belgium), ECO (Germany) and NCG-Nordic Consulting Group (Denmark).

In 2005, the Evaluation Unit of AidCo submitted the request of developing  an inventory of the evaluations undertaken by the Member States (MS)  in the area of development and external cooperation since 2000.  The objective was to improve the complementarily and coordination with the MS in the area of evaluation, and to have an instrument to assess the current degree of coordination and complementarities in the evaluation work  with the MS.

The work has been realised in two phases.

During the first one the consortium prepared an inventory of all evaluations completed by the Evaluation services of the 25 Member States and the European Commission of their external cooperation and development cooperation actions.  The inventory was realised in such a way that it might be consulted and explored by all the EU evaluation services in an easy way. During the second phase, a software application was designed and was made accessible o the Europa site. This application aims to offer Member States a multiple search engine.

ADE actively participated to both phases, led the available team and analysed, developed and tested the web application.
