Evaluation of EC channelling of funds through UN, WB and EIB: final reports rated “very good”

The European Commission increasingly funded interventions through other organisations over recent years: funding through the UN, the WB and the EIB represented close to one-quarter of this aid delivery in 2006, with respective shares of 13%, 8%, and 2% of total aid.

 

ADE conducted two innovative evaluations on this subject on the demand of the EC:

  • the Evaluation of EC aid delivery through the UN family, released in May 2008; and
  • the Evaluation of EC aid delivery through the WB and EIB, released in November 2008.

 

The two evaluation reports were considered “very good” by the Joint Evaluation Unit, which is an outstanding rating.

 

Conclusions and recommendations from these evaluations were presented in two respective dissemination seminars, with representatives of the EC, the European Parliament, the European Court of Auditors, the European Council, bilateral aid agencies, and civil society organisations, in addition to the respective organisations (UN, WB and EIB).

 

Conceived as stock-taking and forward looking exercises, they found that funding interventions from the UN, the WB and the EIB took place for specific reasons and brought special added value each. Yet the EC can further strengthen and specify the cooperation framework based on the practical experience.
