Rural Development and Environment

The «Rural Development and Environment» department is specialised in public policies carried out in favour of rural territories in the broad sense, in order to face the challenges of the rural world, in the perspective of fair and balanced socioeconomic and environmental development in Europe and in third countries.

Since its creation, ADE has provided support to public decision-makers in their agricultural and rural development policies. These policies are at the heart of diverse and vast issues which have a determining impact on rural populations throughout the world. Agriculture and rural areas face many challenges and new expectations, in particular in terms of food safety and security, respect for the environment and the development of the rural societies with which ADE wishes to share its expertise.

Throughout the evolution of these policies and development aid, ADE has widened its scope of activity, which now covers several complementary domains:

Agricultural policies and rural development policies

The evaluation of agricultural policies and rural development is an evolving area of expertise
in which ADE has gained solid experience since the 1990s. These policies provide support
to the rural and agricultural world in its adaptation to economic, social and environmental
challenges. The evaluation of these public policies is carried out at regional, national and
European level, in Europe and in third countries.

This area of expertise focuses in particular on evaluating the results and impacts of these
policies, formulating recommendations regarding their effectiveness and efficiency, and
defining the orientations to be developed. These evaluations are often regulatory and the
studies contribute to making the framework evolve.

Value chain analysis and promotion of agricultural products

ADE has recognised capacities in value chain analysis and in the analysis of policies to promote the related products, in Europe and in third countries. This area of expertise takes on great importance in the context of the globalised economy and the many crises which have affected the agricultural value chains in recent years.

The analysis of agricultural value chains covers the various stakeholders concerned and their socioeconomic implication, as well as technologies, knowledge and the authorities which govern them and go beyond the strictly economic framework.

Food safety and food security

Food safety and food security are recurring issues which ADE pays special attention to and which specifically concern third countries confronted with insecurity constraints. The support provided by such programmes consists in proposing pertinent and essential elements to consider in the form of observations, lessons, conclusions and recommendations, and in defining strategies aimed at reducing the food insecurity of the most helpless populations faced with this problem.

Environmental policies and climate change

This area of expertise was recently developed by ADE in response to the strengthening of public policies in these areas, in developed as well as developing countries. The growing considerations regarding the environment and climate change, which have major repercussions on the entire agricultural sector and food safety and food security, result in extensive mobilisation in favour of the implementation of programmes and concrete actions in the perspective of sustainable development.

An essential challenge for ADE is the interaction between these new policies and socioeconomic challenges and the balanced development of territories. ADE proposes multidisciplinary approaches which guarantee this complementarity.

The evaluation assessed the European Commission (EC)’s promotion and information policy for agricultural products since 2002. It assessed the relevance and effectiveness of the policy regarding the achievement of its objectives mentioned in Council Regulation (EC) No 3/2008 and Commission Regulation (EC) No 501/2008

Mid-Term evaluation of the 2007-2013 « Hexagonal » Rural Development Programme
The mid-term evaluation covered the Hexagonal Rural development programme (PDRH) 2007-2013 established in application of Regulation (EC) n° 1698/2005 in metropolitan France excluding Corsica. The evaluation examined the implementation of the programme and its mid-term achievements. It answered five specific French Horizontal Evaluation questions, in addition to a specific focus on 13 measures and the Common evaluation questions. A special focus was put on drawing conclusions and recommendations, for both the current period and for post 2013.

Presentation of Mr. Wathelet at the European Business & Innovation Centre Network/RETIS Annual congress
On Wednesday 15th of June, Mr. Jean-Marie Wathelet, ADE’s managing director, made reference the case of European Regional Development Fund (ERDF) investment for steering efficient innovation ecosystems, notably in France ; he summed up the recommendations of a recent survey of the French Regional Innovation Strategies.
