Launch of the EU/ACP Microfinance Programme evaluation
The European Commission has contracted ADE to undertake a final evaluation of the EU/ACP Microfinance Programme. This was the first EC-managed programme entirely dedicated to Microfinance. It was launched in 2005 on resources from the 9th European Development Fund and targeted African, Caribbean and Pacific (ACP) countries. It aimed primarily at supporting microfinance institutions through development and promotion of capacity building, transparency and enhanced efficiency.
Launch of the Evaluation of the Centre for the Development of Enterprise (CDE)
ADE is undertaking, upon request of the European Commission, an evaluation of the Centre for the Development of Enterprise (CDE). The CDE is a joint EU-ACP institution created in the framework of the Cotonou Agreement to support implementation of private-sector development strategies by providing non-financial services to companies and businesses in African, Caribbean and Pacific (ACP) countries.
Evaluation of EC Cooperation with Ukraine released
This evaluation provides an overall independent assessment of the entire European Commission’s cooperation with Ukraine over the period 2002-2009, and provides key lessons for improving current and future EC strategies and programmes.

The mid-term evaluation presents preliminary outputs, results, conclusions and recommendations regarding the implementation of the RDP 2007-2013 in the Grand Duchy of Luxembourg in terms of efficiency and effectiveness as well as answers to the EC evaluation questions.

The mid-term evaluation presents preliminary outputs, results, conclusions and recommendations regarding the implementation of the RDP 2007-2013 in Wallonia (Belgium) in terms of efficiency and effectiveness as well as answers to the EC evaluation questions.
Launch of the Evaluation of Promotion and Information Actions for Agricultural products
The evaluation will analyse and synthesise nine pre-existing evaluation studies assessing the effectiveness of information and promotion actions for agricultural products, covering the internal and external markets between 2002 and 2008. This analysis allows drawing horizontal conclusions and recommendations for information and promotion actions.
Mid-term evaluation of the Investment Facility and EIB own resources operations in ACP countries released
ADE was commissioned to conduct an evaluation of the European Investment Bank (EIB) activities in African, Caribbean and Pacific (ACP) countries and the Overseas Countries and Territories (OCTs) over the period 2003-2009. These activities were implemented respectively within the framework of the Cotonou Agreement and the Overseas Association Decision. It concerns a total of €4.1 billion in approvals, 64% of which were funded under the Investment Facility and 36% under EIB own resources.

Publication of the Evaluation of the EC’s Strategy for the Enforcement of Intellectual Property Rights in Third Countrie
The European Commission’s Directorate-General for Trade (DG Trade) has just published the final report of the independent evaluation ADE has carried out of the EC’s 2004 Strategy for the enforcement of intellectual property rights in third countries. The evaluation considered all categories of intellectual property rights (IPRs), notably trademarks and geographical indications, copyright and related rights, patents, and designs.

Prague EES conference
ADE will participate actively to the bi-annual conference of the European Evaluation Society held in Prague on the 6th-8th October 2010, with three presentations. This conference is a unique platform for strategic, cross-border exchanges for evaluators in government, academia, the voluntary and the private sectors. It is expected to bring together around 600 professionals from more than 70 countries working in the field of evaluation.
JSSR Evaluation
The European Commission has contracted ADE to carry out the thematic evaluation of its support to Justice and Security System reform (JSSR) in third countries over the period 2001-2009. This evaluation is followed and validated by a steering group made of the different services involved in JSSR (DG AIDCO, DG DEV, DG JLS and DG RELEX). The evaluation started in May 2010 and is expected to be completed in Autumn 2011.
Evaluation of EC cooperation with El Salvador released
Over the period 1998-2008, the European Commission’s cooperation with El Salvador amounted to almost €200m. Upon the EC’s request, ADE carried out an evaluation of the Commission’s support to the country. The evaluation presents findings and conclusions on the 1998-2008 cooperation, and recommendations for improving future EU cooperation.
